Usage allowances (TenaBill)
Platform operators configure included usage quantities and overage rates per billing plan and per organization override.

Who can manage allowances
Only authorized platform operator merchant accounts see this section. Merchant admins without allowance permissions are redirected to Account settings.
Plan defaults
The Plans table lists each platform tier (Starter, Growth, Enterprise, …) with how many metered features have configured allowances.
Open a plan row to edit included quantity, billing period, overage unit price, and display unit for each feature key (for example platform.tenants.max, platform.ai.credits).
Batch save applies all edits for that plan. Changes are written to the allowance audit log.
Organization overrides
The Organizations table lists TenancyEngine vendor orgs linked to platform billing.
Open an organization to set per-org overrides that supersede plan defaults for a feature key. Remove an override to fall back to the plan allowance.
Audit trail
Every create, update, or delete is recorded in UsageAllowanceAuditLog with actor, previous and new values, and optional reason text.
